Abstract
Maqolada raqamli iqtisodiyot sharoitida oliy ta’lim muassasalarida innovatsion ta’lim muhitini shakllantirish va uni kadrlar siyosati orqali boshqarishning nazariy-metodologik asoslari tahlil qilinadi. Raqamlashtirish, jarayonlarni raqamli qilish va raqamli transformatsiya tushunchalari farqlanib, innovatsion muhitning texnik infratuzilma bilan cheklanmasligi asoslanadi. Inson kapitali, strategik HRM, raqamli kompetensiya, DigCompEdu va DigComp 3.0 ramkalari o‘zaro bog‘liq yondashuvlar sifatida ko‘rib chiqiladi. Natijada OTM innovatsion ta’lim muhitining tarkibi olti yo‘nalishda — raqamli infratuzilma, pedagogik innovatsiya, inson kapitali, ma’lumotlarga asoslangan boshqaruv, ilmiy-innovatsion ekotizim hamda ochiqlik va raqamli farovonlik — tizimlashtiriladi. Kadrlar siyosati uchun konseptual mexanizm taklif etilib, kompetensiyani rejalashtirish, individual rivojlanish, e-portfolio, KPI, HR-analitika va etik nazoratning yagona boshqaruv siklidagi o‘rni ochib beriladi.
