Abstract
Mazkur maqolada davlat-xususiy sheriklik (DXS) mexanizmlari asosida qayta tiklanuvchi energiya — xususan quyosh va shamol elektr stansiyalarini moliyalashtirish masalalari ilmiy jihatdan tahlil etilgan. Jahon miqyosida yashil iqtisodiyotga o‘tish jarayoni tezlashib borayotgan bir sharoitda, ko‘plab rivojlanayotgan davlatlar, shu jumladan O‘zbekiston ham energetika infratuzilmasini yangilash va karbonsizlashtirish vazifasi bilan yuzma-yuz turibdi. Ammo davlat budjetining cheklanganligi, xususiy kapitalning qiyinchiliklari va investitsion risklarning yuqoriligi bu jarayonga to‘sqinlik qilmoqda. Shu nuqtai nazardan, DXS modeli strategik ahamiyat kasb etib, u davlat resurslari bilan xususiy sektordagi kapital va innovatsiyalar o‘rtasidagi ko‘prik vazifasini o‘taydi. Maqolada BOT, PPA, yashil obligatsiyalar, aralash moliyalashtirish kabi DXS doirasidagi mexanizmlar tahlil qilinib, Xitoy, Hindiston, Germaniya va O‘rta Osiyo davlatlarining tajribasi ko‘rib chiqilgan. 2020–2024 yillardagi statistik ma'lumotlar asosida O‘zbekiston uchun dolzarb tavsiyalar ishlab chiqilgan.
