Abstract
Maqolada O‘zbekiston oliy ta’lim tizimining 2020–2025-yillardagi miqdoriy kengayishi, talabalar va professor-o‘qituvchilar tarkibining o‘zgarishi hamda innovatsion ta’lim muhitining raqamli yetukligini baholash metodikasi tahlil qilinadi. Ochiq statistik ma’lumotlar asosida OTMlar soni, talabalar kontingenti va professor-o‘qituvchilar dinamikasi qiyoslanadi. Birlamchi so‘rov natijalari tasdiqlanmaganligi sababli sun’iy foizlar keltirilmay, ochiq ma’lumotlar, kadrlar hujjatlari, HEMIS/LMS jurnallari, e-portfolio, sertifikatlar va anonim so‘rovnomani birlashtiruvchi triangulyatsion diagnostika taklif etiladi. O‘zbekistonning Network Readiness Index profili makro darajadagi kontekst sifatida ko‘rib chiqilib, raqamli transformatsiyaning asosiy institutsional to‘siqlari — tizimlar fragmentatsiyasi, kompetensiya bo‘shlig‘i, ma’lumotlar sifati, texnostress va maxfiylik — tizimlashtiriladi. Natijada OTM kadrlar siyosati uchun indikatorlar matritsasi, besh darajali raqamli yetuklik mezoni va tajribani mahalliy sharoitga moslashtirish algoritmi ishlab chiqiladi.
